The City of Clarence manages public land and roads so they are safe, accessible and well cared for. If you need to use council land or roads for a short time — for works, events or temporary items — you may need a permit. 

This page explains when approval is needed and where to apply. 

When do I need a permit? 

You may need a permit if you want to: 

  • Place temporary items on public land (for example skip bins, scaffolding, containers or temporary signage) 
  • Use public land for an event, activity or filming 
  • Carry out works that may affect council land, assets or roads 
  • Install a memorial on public land 

If you’re unsure whether you need approval, it’s best to check before you start. 

Temporary items on public land

If you want to place an item on public land for a short period — such as a skip bin for building works or an event — you’ll need to apply for Application for Structures and Obstructions Permit (PDF).

Works that impact council land and assets

If your works may affect land we manage, footpaths, kerbs, drains or other infrastructure, you must notify us before starting and also once its complete.

You’ll need to submit: 

Before beginning please also include the Infrastructure Condition Report Form (PDF). The report helps to:

  • Record the condition of council assets before works begin 
  • Helps protect council infrastructure and the surrounding environment 
  • Protects property owners from being charged for damage that existed before works started 

Where a planning permit is required you may also need to complete Council Landowner Consent Form (PDF).

Works on council-owned roads 

If you or your company are carrying out works on, or affecting, a council-owned road, you must apply for a permit. 

This applies to activities such as road openings, traffic impacts or works within the road reserve. 

Events on public land
