Dog exercise areas by suburb
Dog owners are reminded that when a dog is not on a lead, it must be kept under effective control.
Effective control means having your dog:
- In close proximity,
- Within line of sight, and
- Immediately responsive to an owner’s command.
For public land not specifically declared under the provisions of the Dog Control Act 2000, and where land is not already defined under Section 28 of the Act as a prohibited public area, a dog is required to be under ‘effective control’.
Dog waste bins
Dog waste bins are located in many locations around our city in popular dog walking areas. Please use these bins to access waste bags and to deposit any dog litter. It is an offence not to clean up after your dog, and on the spot fines will be issued to anyone not cleaning up after their dog, or leaving a filled dog poo bag behind.
We provide many off-lead and on-lead exercise areas in most areas of our city. However, several areas have been restricted to dogs for part of the year, while other areas may be prohibited to dogs at all times.
Under effective control exercise areas
- Anzac Park, Lindisfarne
- Charles Hand Park, Rosny
- Clarence Plains Raparian Reserve (off Goodwins and Reynolds Roads)
- Mortimer Bay Coastal Reserve (not including the beach area which is managed by Parks & Wildlife Service)
- Oakdowns Park, Oakdowns
- Richmond Recreation Reserve
- 6a Sugarloaf Road Risdon Vale (bounded by Grass Tree Hill Road, Sugarloaf Road and Linden Road)
- Montagu Bay Reserve (bounded by Conara Road and Rosny Esplanade)
- Shelly Beach, Opossum Bay (from Bangor Road to Icehouse Bluff)
- Tranmere Foreshore Reserve (Tranmere Point)
- Seven Mile Beach, Day Use Area 2 to Day Use Area 3 (area managed by Parks and Wildlife Service)
- Regional parks and bushland areas, which have not declared to be on-lead, or restricted to dogs, such as the Waverley Flora Park and many suburban parks. Please check local signage.
On lead exercise areas
- 1a Beach Street, Bellerive (area immediately behind Luttrell Avenue)
- Multi-user pathways (including areas immediately adjacent to the track to a distance of 2 metres)
- Chipmans Road, Rokeby
- Simmons Park, Lindisfarne
- Clarence Coastal Trail (Lauderdale to Seven Mile Beach)
- Richmond riverbanks
- Roches Beach (from Bambra Street, North to 11 Kirra Road)
- Rosny Hill Nature Recreation Area
- Wentworth Park Play Park, Howrah
- Second Bluff, Bellerive
- Bellerive Boardwalk (waterside perimeter only)
- Seven Mile Beach, Day Use Area 4 to 1 km from Sandy Point (area managed by Parks and Wildlife Service)
- Nature recreation areas (managed by Parks and Wildlife Service)
- All dune access tracks
- Clarence Foreshore Trail: This is a multi-user pathway which follows the shore of the Derwent River and it is one of the most popular dog walking areas within Clarence. The trail extends from Geilston Bay to Tranmere. Dogs must be kept on-lead at all times when on this shared pathway. This on-lead requirement extends out to a distance of 2 metres on either side of the track.
Restricted areas
Dogs are not permitted on the following council managed beaches between 10.00am and 6.00pm, from 1 December to 1 March each year. At all other times, dogs may be exercised off lead, but must remain under effective control.

- Cremorne Beach
- South Arm Beach
- Opossum Bay Beach
- Roches Beach (from Bambra Street South to Mays Point)
- Middle Clifton Beach
- Seven Mile Beach, west of Day Use Area 2
On lead exercise areas with dogs not permitted 10.00am-6.00pm, from 1 December to 1 March each year
- Seven Mile Beach – Day Use Area 3 to Day Use Area 4 (area managed by Parks and Wildlife Service)
- South Clifton Beach (area managed by Parks and Wildlife Service)
Restricted between 1 October to 31 March each year – managed by Parks & Wildlife Service
- Pipeclay Lagoon at Clifton Beach
- Five Mile Beach (from 1 km from Sandy Point west for 4 km where signposted)
Training areas
South Street Reserve, Bellerive. As this is a training area, the level of control may be less than that experienced in an off-lead exercise area. Dogs using this training area are considered to be under effective control if they are actively engaged with their owners.

- Bellerive Beach (from Beach Street access west to Bellerive Bluff (First Bluff))
- Five Mile Beach (from Pittwater Bluff south for 3km where signposted – area managed by Parks and Wildlife Service)
- North Clifton Beach
- Seven Mile Beach, 1 km either side of Sandy Point (area managed by Parks and Wildlife Service)
- Dune areas of exercise beaches and any dune track that runs parallel to the foreshore
- Bellerive Beach Play Park (excluding the walking/bicycle track where dogs may be walked through the park on lead)
- Pipe Clay Lagoon (from 91 Cremorne Avenue – West to 201 Cremorne Avenue)
- Racecourse Flats, Lauderdale
- Richmond Municipal Park
- Sporting recreation grounds and perimeters.
- Any grounds of a school, preschool, kindergarten, crèche or other place for the reception of children without the permission of a person in charge of the area
- Any shopping centre or any shop
- Any area within 10 metres of a children’s playground
- South end of Mortimer Bay area – sensitive bird breeding area
- Kangaroo Bay Parklands
