We’re trialing a Waste and Resource Recovery Voucher Program (also called a ‘tip voucher’) to help residents responsibly dispose of bulky household waste and recover reusable materials.

This program provides a flexible and environmentally sustainable option for households.

Letters have been sent by post or email – if you haven’t received it yet it is on its way!

How to get your voucher

Once you receive your letter or email, you’ll need to use your unique ID and property address to register.

Just follow these easy steps:

  1. Hit the “Get my voucher” button.
  2. Follow instructions to create an account.
  3. Validate your property address (this will be the address printed on your letter)
  4. Enter your unique ID (your unique ID is on your letter sent by post or email)
  5. Download, screenshot or print your voucher for use at the Mornington Park Waste Transfer Station.

Who is eligible?

  • Residential ratepayers or the person responsible for paying rates and general waste.
  • Commercial properties are not eligible.
  • If applicable, ratepayers can give their voucher to a tenant or another Clarence resident if they wish.
  • Renters should contact their landlord or property manager to discuss accessing the voucher.

Only one (1) voucher per eligible property is available.

What the voucher covers

Your voucher can be used at the Mornington Park Waste Transfer Station to help cover the cost of disposing of eligible household waste.

Your tip voucher entitles you to:

Up to 100 kg of general waste or mixed loads*
Up to 180 kg of green waste or recoverable items** (when separated correctly)

*Mixed loads are a combination of general waste and green waste/recoverable items.

**Recoverable items at the Mornington Park Waste Transfer Station include a wide array of household, outdoor, and building materials suitable for the Second Chance Re-Use Shop, such as furniture, tools, timber, books, clothing, lighting, and bric-a-brac. Other recoverable materials accepted for recycling include scrap metal, white goods, car batteries, e-waste and glass/plastic bottles.

Additional charges apply at the weighbridge when exiting if your load exceeds these limits.

Why have we introduced this program?

Previous kerbside hard waste collections sent at least 95 per cent of materials to landfill. Using the transfer station for this program allows residents to separate materials properly, increasing recycling and resource recovery while reducing landfill waste.

How do I use my voucher?

You may download your one voucher and either print it out or have the QR code ready to view on your mobile device. The voucher must be presented at the weighbridge upon both entry to and exit from the Mornington Park Waste Transfer Station.

What is not accepted with the voucher?

Unacceptable materials include fill (soil), concrete/rubble, car tyres or mattresses.

Can I use more than one voucher at a time?

Yes. You can use multiple vouchers, provided you have the QR codes with you. For example, you may be taking your waste and your neighbour’s waste at the same time to the transfer station.

Can I redeem the voucher at other locations?

No. Your voucher is only redeemable at the Mornington Park Waste Transfer Station (MPWTS) located at 126 Mornington Road, Mornington. Please note MPWTS is the only facility accepting material for the program. All voucher issues must be discussed with City of Clarence by calling 03 6217 9500 or email clarence@ccc.tas.gov.au

I am a tenant, do I get a voucher?

The voucher is provided to the person who is responsible for paying the rates. Tenants should discuss the voucher with their landlord, property manager, or person(s) responsible for the payment of rates. Ratepayers are not obliged to pass on their voucher to tenants.

I live in public housing, do I get a voucher?

Residents in public housing will be issued details on how to access vouchers directly.

I think I am eligible for a voucher, but I did not receive a unique ID to register for the program?

If you believe you are eligible for the program but did not receive a unique ID, or you have lost your unique ID, please contact our Customer Contact team on 03 6217 9500, who can assist in investigating your eligibility and registration details.

If ownership of a property changes, can the new ratepayer use the existing voucher?

Vouchers are issued for one time use per property and are allocated to the property owner(s) as of 1 March 2026. If the previous owner provides an unused unique ID to the new owner, the new owner can redeem the voucher.

What if I don’t have a suitable vehicle to get my waste to the tip?

We recognise not all residents will have access to a trailer or suitable vehicle to transport waste to the Mornington Park Waste Transfer Station. Residents are encouraged to ask a family member, friend, or neighbour who has access to a suitable vehicle to assist with transporting their materials. The vouchers are not restricted to the property owner and may be presented and used by any person on your behalf.

Residents may also choose to hire a trailer, engage a local business or use community platforms or service apps (such as Facebook or Airtasker) to arrange transport or disposal assistance, noting that any associated costs are the responsibility of the resident.

What happens if my voucher is unreadable, or has been used?

It is the disposer’s responsibility to ensure the QR code on the voucher can be scanned. If displaying the voucher on a screen, please ensure the brightness is set to maximum and that the screen is clean and free from marks, scratches, or cracks that could affect scanning. For printed vouchers, ensure the QR code is printed clearly and is not creased or folded through the code area. Can I give my voucher to someone else?

Yes. You can share your voucher with another Clarence resident by giving them your QR code. Ensure they present the QR code and their ID eg. drivers’ licence at the weighbridge.

Terms and conditions

Waste vouchers are issued to all residential properties that receive a general waste service.

Each voucher is generated with a unique QR code and the property address. Proof of address (e.g driver’s licence or utilities bill) may be required.

Conditions of use

  • Vouchers are only valid for use at the Mornington Park Waste Transfer Station.
  • Vouchers can only be used for general waste, green waste, recoverable items or a combination of these material types (known as a mixed load).
  • Each voucher can be used to dispose loads up to the value of the minimum gate fee for the respective waste category.
  • Loads over the minimum gate fee are subject to the applicable charges.
  • City of Clarence will not reimburse disposal fees where a voucher is unreadable, damaged, invalid or has already been used.
  • Vouchers cannot be used for disposing of tyres, mattresses or special waste such as asbestos.
  • The expiry date will be displayed on the single use voucher.
  • Vouchers must be presented at the weighbridge upon entry and exit.
  • Vouchers will be deemed invalid if the holder does not follow directions from site staff including the appropriate disposing of materials.

Please note: Resale of vouchers is prohibited and may result in the voucher being rendered void.
