Application for a permit to undertake works in or affecting a highway

As you have answered no, we are unable to process this application until planning and engineering plans have been approved. If these plans have been provided and approved these must be attached to this application.

Conditions

1. All works including works in the road reservation will be required to comply with Council’s Works on Council Owned and/or Managed Land Policy including the Specifications for Works on Council Owned and/or Managed Land; Work Health and Safety Act 2012; Australian Standards 1742.3; Traffic Control Devices for Works on Roads and the appropriate Field Guides; and Austroads Guide to Temporary Traffic Management.
2. The owner or Authorised agent must make payment of the applicable fee noted in council’s List of Fees and Charges published annually on council’s website.
3. Redundant vehicle crossings and/or driveway aprons must be removed and reinstated as kerb unless otherwise approved by council.
4. All reinforcement/compacted Fine Crushed Rock (“FCR”) must be inspected by council prior to concrete pour/surfacing.
5. Footpaths are to be kept open, level and free of any loose material. Where footpaths must be closed for public safety, council must be notified prior to the closure and must not closed for more than seven (7) days. Works on the nature strip must be completed within fourteen (14) days of commencement of the works. No building materials are to be kept on council owned or managed land during construction. All closures must comply with standards outlined in condition 1.
6. Works within a highway (such as the nature strip) must be fenced off using barrier mesh and all site personnel are to wear high visibility clothing in accordance with the relevant Australian Standards and all requirements outlined in condition 1.
7. Council owned or managed land (including nature strips and footpaths)must be reinstated to its full width and using the same materials as originally constructed and in accordance with Council’s Specifications for Works on Council Owned and/or Managed Land.
8. Construction and future maintenance of the works remains the property owner’s responsibility.
9. The location of all underground services must be checked prior to commencing work as service authorities may have infrastructure in the road reserve. Service infrastructure locations can be obtained from ‘Before You Dig Australia’.
10. The property owner will be liable for any repair and/or reinstatement costs due to damage caused to council owned or managed land including any infrastructure.
11. Contractors must have appropriate Public Liability Insurance for a sum of not less than twenty (20) million dollars and submit a copy of the certificate of currency with this permit. In addition, contractors must provide their Work Health and Safety Policy and SWMS on request.
12. The authorised agent is required to provide the property owner with a copy of this endorsed permit on receipt.
13. A copy of this permit must be available on site at all times and be made available to council officers upon request (electronic version acceptable).
14. Council must be notified on completion of the works under this permit for inspection and approval of works undertaken.

Failure to obtain a permit and comply with the conditions may result in the issuing of an infringement notice for up to three (3) penalty units under council’s Local Highways Standard Requirements By-law (No. 2 of 2014), in addition to the cost of repair of council infrastructure.

This Permit once endorsed by council is valid for a period of seven days from the date of issue. Any application to extend this permit must be submitted in writing to developmentengineering@ccc.tas.gov.au

If the works form part of an approved permit for development or subdivision works you must ensure all works comply with Planning Permit conditions. If a skip bin is required as part of these works, a Structures and Obstructions Permit must be obtained from City of Clarence Development Engineering Department.
