A vibrant, connected and welcoming future for Clarence.

The City Heart Plan is our long-term vision to shape the social, cultural, and economic centre of Clarence — covering Rosny Park, Kangaroo Bay, Bellerive Village, Warrane and the Rosny Parklands.

Developed with the community since 2020, and refined through four rounds of consultation, the plan sets out a bold yet practical roadmap for the next 20 years: greener public spaces, smarter transport, more places to gather, and a thriving local economy — all while respecting our history, culture and natural environment.

The plan was endorsed at a council meeting on Monday 29 September.

What the Plan Delivers

The City Heart Plan brings together everything we love about Clarence and focuses on how we want it to grow:

  • Eight precincts, one heart – Civic and employment hubs, arts and culture spaces, a lively City Centre, Kangaroo Bay, Bellerive Village, Inner & Central Warrane and the Rosny Parklands.
  • Greener, healthier places – Transforming Rosny Parklands into a network of Active Parks, Play Parks, Arts and Culture spaces, a Central Park “city living room” and a Wild Park connected by green corridors.
  • Smarter transport and parking – Reimagining car parks like Bayfield Street and Winkleigh Place for multi-use spaces that combine parking, housing, shops and public plazas.
  • Thriving economy – Space for new retail, health, education and government jobs to grow — making Clarence a place where people want to work and invest.
  • Celebration of Country and heritage – Recognising palawa Country, weaving culture and history into design and storytelling.
  • Inclusive and liveable – Better housing choices, safer streets, night-time activation, walkable connections and spaces for everyone to enjoy.

What’s Changed

Following the 2025 consultation and a council meeting on 17 March, the final plan reflects community feedback on the below matters:

  • Housing has been removed from Charles Hand Memorial Park.
  • Precinct and place names have been updated to better reflect local identity.
  • Concepts have been adjusted for flexibility, sustainability, and “smarter places, better parking.”

  2. A sustainable City Heart – protecting nature and building resilience to climate change.
  3. A vibrant City Heart – with a strong economy, arts, and cultural life.
  4. An inclusive City Heart – offering diverse housing and welcoming spaces.
  5. A liveable City Heart – with beautiful parks, plazas and streets.
  6. A connected City Heart – linking people and destinations with safe, accessible paths and transport.

What’s Next

The plan was endorsed at a council meeting on Monday 29 September.

Initial works have already commenced on the rewilding of Rosny Parklands and the commencement of the Civic and Community Hub project commenced early 2025.
