We know how important it is to do what we can to reduce waste going into landfill. As part of our 2023-2024 strategic objectives, we are developing and implementing waste management strategies that consider all forms of waste.

On this page you will find key information and resources about what can go in your bins and your local resource recovery services and collections.

What can go in your bins?

General Waste (red lid)

This bin is for standard, day to day household rubbish, often referred to as general waste. This type of material includes i.e. food scraps, nappies and packaging that is not recyclable in your yellow-lid bins.

All loose rubbish, polystyrene, foam and bean bag beans must be bagged before being placed in your bin.

The following should not be put in your bin:

  • batteries
  • building/renovation waste – e.g. large pieces of PVC pipe, fixtures, fittings, plasterboard
  • car motor or parts
  • liquid waste, chemicals and oil
  • paint tins – empty and still containing paint
  • bricks, concrete, masonry, tiles, rocks,
  • hot ashes
  • asbestos
  • gas cylinders
  • white goods
  • dead animals
  • tyres
  • furniture
  • TV’s
  • mattresses
  • e-waste
  • treated timber

Recycling (yellow lid)

Your recycling may not be able to be recycled and may not be collected if it is ‘contaminated’. Here are some of the general recycling guidelines of what can and can’t be recycled.

What can’t be recycled?

  • Recycling items in plastic bags or tied in bundles
  • Bottles/containers with their lids on
  • Textiles (clothes, fabrics etc)
  • Items with liquids in them or wet paper
  • Wet paper and cardboard
  • Tetra Pak’s (i.e. longlife milk cartons)

What can be recycled?

  • unbroken glass bottles/jars (lids and caps removed and put into normal garbage)
  • aluminium cans and clean foil trays
  • steel cans including empty aerosol, empty or dried paint tins and clean pet food cans
  • cleaned cartons
  • cleaned plastic containers
  • Non-soiled pizza boxes
  • clean cardboard (boxes to be flattened or torn into pieces and slid down the sides of the bin)
  • clean newspaper, junk mail and office paper.

HANDY TIP: Any plastic that can be scrunched and not return to its original shape should be put into the general waste bin. Due to the flat, thin nature of soft plastics, in a recycling facility they often end up being sorted with the paper, causing contamination in the recycling process.

Where does recycling go once collected?

All material collected from recycling bins goes to the Recycling Materials Recovery Facility, in Derwent Park and becomes their property upon delivery to manage. At the facility the recycled materials are sorted into the individual specific materials, compacted and then sent to Australian and overseas buyers to be made into new products.

Green Waste

You can place garden items only (no food scraps) and raw timber and small logs no larger than 10cm x 50cm in your green waste bin.

There is also maximum weight collection limit of 110kg for residential green waste.

Who receives green waste collection?

Green waste collection is for all residential properties in urban areas, including households in multi-unit dwellings. Green waste collection service is not available in some rural areas.

Bulky waste

Larger items, excess rubbish and hard waste can be disposed of at the Mornington Park Waste Transfer Station.

Council no longer has an annual kerbside hard waste collection – see more about this change here.

E-waste

E-waste is discarded electronic devices and associated equipment.

Residents of Clarence can take the following e-waste to the Mornington Park Waste Transfer Station for disposal:

  • All types of televisions
  • Computer monitors
  • Computers (towers and laptops)

Any type of equipment that can be hooked up to a computer such as keyboard and mouse, tablets, speakers, hard drives and printers.

This waste is classed as recoverables at the Transfer Station with a minimum charge of $14.50. This will allow you to take up to 120kg. For any disposals over 120kg, charges are applied on a pro-rata basis of $134.83 (including GST) per tonne.

Waste FAQs

Why was my bin rejected or has sticker on it?

Sometimes bins may not be emptied because they do not comply with Australian waste regulations (see guides above) and a brightly coloured sticker may be on your bin.

This may occur if:

  • The bin is overfull or overweight: there is also a maximum weight collection limit of 80kg for residential waste and recycling, and 110kg for residential green waste.
  • The bin is contaminated: a mix other types of material in your recycling or green waste bin will not be collected.
  • It is a non-council bin: only waste, recycling and green waste bins that display our logo will be collected.
  • You put out too many bins for your property: bins presented for collection that are above the quantity of bins identified for your property will not be collected.

What do I do if my bin was missed?

If you think your bin may have been missed you can call the dedicated waste support hotline operated by Cleanaway on 1800 329 084.

 

How do I correctly place my bin for collection?

  • Space bins at least 30cm apart from other bins and at least 1 metreaway from cars and any other obstruction (letter box, power pole, tree).
  • Put your bins out the evening before or prior to 6:00am on collection day.
  • Place your bins on clear ground at the road verge or on the footpath close to the kerb edge next to your driveway.
  • The handle should face your property, and the council logo should face the road.
  • Lids are to be fully closed and not overfilled (collection may be rejected).
  • Do not place rubbish on top of or beside the bin (collection may be rejected).
  • In severe weather – such as high winds ensure:
    • your bins aren’t out too early
    • are closed flat
    • put in most sheltered location

Too much rubbish for your bins?

If your bin is overfilled and the bin lid is not closed it cannot be collected.

You can request a larger bin or an extra bin for an additional service fee – contact council on 03 6217 9500.

Alternatively, you can take it to the Mornington Park Waste Transfer Station.

Damaged, lost or stolen bins

We offer a free bin repair service for broken bin lids, wheels and pins.

We can also replace bins if they have a broken body, have been burnt, stolen or accidentally dropped into the collection truck.

Changing bin size

Property owners can request a bigger or smaller bin from us. If you are renting, you will need to ask your landlord or real estate agent to contact us and give permission as fees/rebates may apply, which will be adjusted to the property rates.

A change to your bin size will either increase or decrease your collection charge on your rates. A supplementary rates notice will be mailed to you advising the adjustments to the rates charges.

If you are upgrading your bin size, you will need to pay the extra amount which will be pro‑rated for the remainder of the financial year.

If you are downgrading, a credit will be applied to your rates.

Safe disposal of needles & syringes

Although the risk of contracting diseases through injuring yourself with a discarded needle is extremely low, it is important that appropriate care is taken when handling and disposing of them.

What do I do if I find a discarded needle or syringe?

  1. If unsure, do not touch the sharp. Contact our Environmental Health team during business hours for advice on 03 6217 9570.
  2. If found on public land call us for collection between 8.00am – 5.00pm or call Tasmania Police radio room on 131 444 for out of hours.
  3. If found on private property, it is the responsibility of the owner to dispose of the sharps in the appropriate manner, which may mean contacting a commercial operator at their own expense.
  4. If bags of garbage that may contain sharps are found on private property do not attempt to sort the garbage from the sharps, contact us or a commercial contractor at your own expense.
